Government of Gujarat had earlier considered the issue of appointing ‘Goodwill Ambassadors’ so as to establish meaningful and intimate contacts of NRIs of Gujarati origin with their home State. Necessary instructions had been issued in this regard vide Government Resolution dated 10-2-2005 as referred to above.

The members of the NRI Gujarati (NRI-G) community are known for their knowledge, skill, capacity and interest in contributing towards the betterment of their Home State. The Government of Gujarat deems it essential that the active participation of NRIs of Gujarati origin is encouraged in the process of progress and development of the State.

The views expressed in this regard by various delegations at the National and State Level Summits of NRIs and the desires expressed by them (NRI-G) to work in the capacity of ‘Honorary Representative of the Government of Gujarat’ to further the interest of the State were examined by the Government. It was decided to have a fresh look at the existing scheme of ‘Goodwill Ambassadors’ and to revise it so as to facilitate and motivate contribution of NRI-G community to the affairs of the State.

Accordingly, after careful consideration of all aspects relating to this matter, Government has decided to introduce the new scheme of ‘Honorary Representative of the Government of Gujarat’ as elaborated in the following resolution:
RESOLUTION
Government of Gujarat will appoint suitable persons/organizations of eminence as ‘Honorary Representatives of the Government of Gujarat’ from among the Non Resident Gujarati community residing outside the country. The following guidelines should be observed while appointing a person or an organization as 'Honorary Representative of the Government of Gujarat’:-

(1) The person should be a prominent society leader working actively among the NRI-G community residing in the country of her/his residence. Persons of eminence in various professions and/or business will also be selected by the State Government to work as ‘Honorary Representative of Government of Gujarat’.

(3) The person should not be a member of any Political Party functioning in India, either in India or any of the Party’s branches overseas.

(4) In case of an Organization to be selected as ‘Honorary Representative of the Government of Gujarat’, the organization should be a Non Partisan Organization with no political leanings and should be engaged in the social, cultural and economic development of the NRI-G community, residing outside the country.

(5) There shall be no limit to the number of ‘Honorary Representatives of the Government of Gujarat’ to be appointed for a particular country. The same will be dependent on the size of the NRI-G population residing in that country.

The following shall be guidelines, consequent to the appointment of persons/organization as ‘Honorary Representative of the Government of Gujarat’:-

(a) The ‘Honorary Representatives of the Government of Gujarat’ (In case of an organization two persons to be nominated by the organization) on a visit to Gujarat will be treated as 'State Guest’ during their stay in the State as per the Protocol Rules of the State Government. Necessary and detailed instructions in this regard shall be published separately. Suitable identification papers will be issued to the ‘Honorary Representative of the Government of Gujarat’

(b) The person or organization appointed as ‘Honorary Representative of the Government of Gujarat’ Shall work towards motivating the NRI-Gs to participate and to contribute in the development process of the State.

(c) The post of ‘Honorary Representative of the Government of Gujarat’ will not carry any honorarium.

(d) The Non Resident Gujarati (NRG) Foundation will act as a Nodal Agency in the context of suggestions received from the ‘Honorary Representatives of the Government of Gujarat’

(e) The State Government will act on the suggestions and information provided by the ‘Honorary Representatives of the Government of Gujarat’ regarding security and welfare of NRI-G community residing in different parts of the world and would represent the issues based on the information provided by the ‘Honorary Representatives of the Government of Gujarat’ before the Government of India, as and when required.

(f) The ‘Honorary Representatives of the Government of Gujarat’ may recommend various issues to be taken up with different foreign countries and the State Government after due examination would take up such issues through the Ministry of External Affairs, Government of India.

(g) The ‘Honorary Representatives of the Government of Gujarat’ cannot sign any agreement or cannot enter into any financial or otherwise dealings on behalf of the State Government. Their appointment is with the primary intention of establishing strong links with the NRI-G community by motivating them to participate in the development process of the State and to apprise the State Government the problems/issues faced by the NRI-G community. The ‘Honorary Representatives of the Government of Gujarat’ can contribute their valuable suggestions and ideas to the State Government regarding the development policy of the State.

(h) The instructions of this Resolution will replace the instructions of earlier Resolution dated 10-2-2005 from the date of issue.
